Kura-ku (暗区, Literally: "Dark Ward") is small city named for the fact that it is surrounded on three sides by steep mountains, thus shrouding the area in shadows for a majority of the time. The city is mainly composed of ruins of buildings in disrepair and has been abandoned by all official government entities. Due to this lack of surveillance it has become a center for underground operations, particularly the Daystar Clinic located within the city's confines. While criminal activity was once prevalent within its borders the so called Death Dealers of Kura-ku pushed out the other large scale operations, leaving only the petty thieves and mercenaries behind. The city possesses a modest population whose only legal income is derived from trade with nearby villages.
