Shigeru Sarutobi (茂 猿飛, Sarutobi Shigeru) is a Jōnin-level shinobi of Konohagakure's Sarutobi clan, a former member of the Twelve Guardian Ninja, as well as the former leader of Team Seiya. He was formerly of the Sensor Division of the Allied Shinobi Forces. He is the current leader of Team Star, with Kenji Nara, Sanada Sarutobi, and Harumi Amaterasu as his Genin-trainees.
Tall with a lean build, Shigeru closely resembles his late cousin, Asuma, in physical build. His blond hair is swept back and held in place by a pair of goggles which he wears on his forehead, while his forehead protector is worn as an armband on his right arm above the elbow. As the years progressed his hair began to gray, and he is now quite mixed beginning with the Origins arc. He commonly wears a high-necked white jacket over the top of an average flak jacket and black trousers. Like all members of the Twelve Guardian Ninja he wore their trademark sash that had the kanji for "Fire" (火) marked on it around his waist. He also wears gloves with a protective band on the face beneath his knuckles, which can easily stop bladed weapons at close-range.
Calm and resourceful, Shigeru is rarely moved by even the most desperate of situations and rarely, if ever, losses his cool. He commonly watches from the sidelines and rarely intervenes in situations, preferring to stay on the sidelines while others do the work, despite being a powerful ninja in his own right. He has even passed up combat with renowned bounties because he finds his time better suited serving other tasks. Analytical by nature, Shigeru's laid-back and overly calm attitude belies an extremely keen mind. His intelligence is noted to be on par with the likes of Shikimaru Nara. He is known for giving long-winded lectures to anyone who will listen, with Kenji Nagakura stating he does this to bound enemies as "a deterrent" and as a "reminder not to mess with him".
He has repeatedly been called a kind man by others within Konoha. He took time out of his own schedule to help Kenji perform the Transformation Technique by correcting an imbalance created from his Fūinjutsu which seals Matatabi within Kenji. He also (without Kenji's knowing) confronted Akira in regards to his harsh treatment of the young Jinchūriki and warned him off his student. He has also been known to be very influential with the top brass; particularly the Hokage. He is also skilled with several "magicians tricks", such as sleight of hand and misdirection as he secured a C-rank mission for Team Star instead of the D-rank using his quick hands. When asked afterwards by Kaede how he got those skills he blamed it on a misspent youth following Shiori's death, where he cheated and gambled to drown his sorrows.
Born into the Sarutobi clan to unnamed parents, Shigeru was a naturally intelligent young man. Though he was also lazy as a result. It wasn't until Hiruzen sat him down and had a long chat that Shigeru actually began applying himself. He and his former teammates, Shiori Aburame and Teruo Hyūga, were students of Shigeru's father and formed Team Sarutobi. He had a very strong rivalry with Teruo, which later grew into a grudging respect and later a strong sense of camaraderie and brotherhood, while he grew to love Shiori and eventually married her.
During the Nine-Tails' Attack on Konoha, Shigeru worked alongside Teruo, Shiori and his fellow ninja to drive the beast away from the village. Though Shiori was mortally wounded during the attack and passed away in her husbands arms mere moments later, with Teruo looking on. Shigeru has hated anything and everything to do with the tailed beast ever since and was one of the many who made Naruto feel like an exile in his own village. It was around this time that he trained the members of Team Seiya, which consisted of Kaede Nara, Kenta Akimichi, and Kentaro Yamanaka. Shigeru was also the man who gave the three team-mates their earrings.
Shigeru's dispassion with Konoha remained however, which stemmed directly from Naruto being allowed to remain in the village. His anger finally came to a head when the Third Hokage passed away, though Teruo remarked that Shigeru left to keep himself from walking down a path of vengeance. Shigeru was invited to join the Twelve Guardian Ninja and left clan and village behind to do so, seeing that as his getaway.
He returned for the first time in years during the Fourth Shinobi World War and was grouped into the Sensor Division of the Allied Shinobi Forces where he made his dislike of the Jinchūriki known, though was reassured by Teruo that Naruto was, in fact, a hero for defeating Pain; the friends having only recently reunited with. When the Gold and Silver Brothers were sensed coming towards Darui, Shigeru argued immediate action and volunteered to face them himself for he still regained an acute memory of the Nine-Tails and its Chakra, which he sensed within the brothers and recognized the danger. He was ultimately overruled and continued monitoring the White Zetsu Army.
In the wars aftermath he momentarily handed in his resignation as one of the Twelve Guardian Ninja so he could concentrate on the restoration of his village, earlier destroyed by Pain; and made his resignation official sometime later. There he met with Shin Takahiro, who was an old friend from his academy days. The two caught up over drinks. Before taking a teaching post at the Ninja Academy, Shigeru paid his respects to his dead wife and finally came to terms with his hatred of the Tailed Beasts by being the first to defend Kenji when he became the host of the Two-tailed Monster Cat.

As a Jōnin and a former member of the Twelve Guardian Ninja it can be assumed that Shigeru is a powerful ninja, who was inspired by Hiruzen Sarutobi to keep attempting to better himself daily whilst a younger man. Kaede remarks that even when all three of them worked together they still couldn't beat Shigeru, and all three where Jōnin during their last attempt. As such its safer to group him as Kage-level instead. He is skilled in the use of fire and earth-natured chakra and is a capable sensor, for he can detect even when others are lying based on slight fluctuations in their chakra and pick individuals out of a large crowd, even over large distances. To better aid his dislike of partaking in battle, Shigeru makes use of the Cloth Binding Technique frequently so he doesn't need to engage in actual combat. When it comes to Ninjutsu he is often noted to be mimicking the style of his idol, Hiruzen, and his cousin, Asuma -- both powerful Shinobi in their own right.
Nature Transformation Edit
Like the Third Hokage before him, Shigeru was highly skilled in elemental ninjutsu, using Fire Release and Earth Release masterfully, even though he stated he dislikes engaging in combat of any kind. Fire Dragon Flame Bullet allowed him to exhale a stream of fire from his mouth, while Earth Flow River created a river of mud directly beneath the opponent to throw them off balance while pushing them away. He could also use the mud with Earth Dragon Bullet, which creates a dragon's head that launches mud balls at an opponent. Also like Hiruzen, he is immensely skilled in the combining of elemental techniques, as seen when he ignited the mud ball projectiles with Fire Dragon Bullet, creating a stream of lava that can melt nearly anything. In addition he demonstrates the needed skill to use the Ash Pile Burning to breathe out a cloud of superheated ash capable of causing third-degree burns, which Kenji compared to his own Ash Release style. Because it was ash and not flame, the attack remained in the air around the target, and therefore remained potent for a longer period of time. The ash was in fact gunpowder, which could be ignited for a devastating explosion causing intense damage with a mere spark.
Even though he dislikes combat in general, Shigeru is a remarkably skilled hand-to-hand combatant. Even when his former students, Kaede Nara, Kenta Akimichi, and Kentaro Yamanaka joined forces in serious training sessions they couldn't beat him even once. This was true even when they used the Formation Ino-Shika-Chō. His reflexes are enough to follow and react to the extreme speed demonstrated by Kaede, even though he admits she is indeed faster. His physical strength is also proportionately high, for he can stop a punch from Kenta using the Partial Multi-Size Technique without any repercussions. His reflexes also enabled him to avoid the bladed strikes of Kentaro with no wasted movement, while countering effectively. His style is artistic and timed, with clear focus on linked strikes and movement. In battle, Shigeru has shown tremendous agility and dexterity, as he is capable of simultaneously dodging and striking multiple opponents with no wasted movement on his part, while remaining calm, collected and analytical. As such his attacks are delivered quickly and with maximum fluidity -- to the point that he seems to be fit to bend and twist in ways that even master taijutsu specialists find surprising, and unnatural. This practice is known as Tai sabaki, which is used to avoid an attack, such that the receiver of the attack ends up in an advantageous position. He often strikes in rapid succession to leave very little time for his opponent to find an opening to counter him, and can instantly alternate between hard and soft styles on a whim, often without warning. He seems to be particularly partial to throwing, joint-locking, choke-holds and coordinated striking stances and forms.
