Saitō's Wrath of God Technique is a technique that allows him to manipulate the space–time continuum to transport himself into an inter-dimensional void of sorts, move through it and reappear in our own dimension at a certain distance from his point of departure. The concept of distance is greatly warped in the void and he travels so fast through it that most of the times he cannot even detect actually having entered the void. He has described travelling through the void as being purely instinctive and he simply follows the "pull" of his target location.
Saitō can teleport to any location as long as he can see his destination, has seen it before or has a clear mental image of where he wants to go. Thus if he tries to teleport to a location he has only heard of but knows nothing about, then he will simply reappear at his original location. He can also directly teleport to the location of a person he knows as he can follow the "feel" of their chakra through the inter-dimensional void and end up at their location. He can also transport objects and other individuals with him, but he must be in direct physical contact with the object or individual to teleport them with him.
